GL Foundation Participates in Assam Constituency Delimitation Process

Following the notification issued by the Election Commission of India regarding the delimitation of parliamentary and legislative assembly constituencies in Assam, Green Leaf Foundation, Gossaigaon actively participated in the public consultation process concerning constituency restructuring in Kokrajhar district.

On 20 June 2023, the Election Commission of India published the draft delimitation proposal through a gazette notification and invited suggestions and objections from stakeholders until 11 July 2023. In response, Green Leaf Foundation submitted a detailed memorandum highlighting concerns related to constituency boundary demarcation, inclusion and exclusion of villages, and administrative convenience in Kokrajhar district.

On 19 July 2023, the Election Commission conducted a public hearing at Srimanta Sankaradeva International Auditorium, Guwahati, based on the memoranda received from various stakeholders. Representing Green Leaf Foundation at the hearing were Mr. Mizanur Rahman, President of the Foundation, Legal Advisor Advocate Mafizur Rahman, and Advisor Mr. Kazi Bulbul Ahmed. The initiative was guided by Mr. Abdur Rahim Sheikh, retired Assam Administrative Service officer and former Deputy Commissioner of South Salmara-Mankachar district.

In the final delimitation order published on 11 August 2023, the Election Commission accepted and incorporated several important recommendations raised by Green Leaf Foundation. These included revisions relating to the transfer and inclusion of multiple VCDCs and villages between Gossaigaon, Baukhungri, Dotma (ST), and Parbatjhora Assembly Constituencies.

The accepted recommendations included:

Green Leaf Foundation expressed gratitude to the Election Commission of India, Kokrajhar District Administration, Gossaigaon Sub-Division Administration, retired AAS officer Mr. Abdur Rahim Sheikh, Legal Advisors Mr. Mokhlesur Rahman and Advocate Mafizur Rahman, Advisor Mr. Kazi Bulbul Ahmed, and the Action Committee for Review of Delimitation (ACRD) for their valuable support and cooperation throughout the process.
